Corruption as a Reason to Radicalization of Islam in North Caucasus

                                                                                       
                                                                                   

Nowadays Radical Islamic Movement for Caucasus – Wahhabis, as acting under “Al-Qaida”, ideology of International Islamic Terrorist Organizations’ link is sufficiently problematic for the whole world.[1, 267-271] Islam Radicalization processes, taking place in North Caucasus are especially very dangerous for Caucasus region. Sunni Islam is mainly popular in North Caucasus Islamic Republics, belong to Russian state – Karachaevo-Cherkezia, Kabardino-Balkaria, Ingushetia, Chechnya, Dagestan, only in the south of Dagestan there are few Shiite communities. That’s why Wahhabis - the Sunni Islam fundamental direction was spread mainly in North Caucasus with the form of Radical Islam.[2]
At the beginning of 1990, Russian State structures considered, that Wahhabis in North Caucasus weren’t dangerous, as they revealed negative attitude towards the representatives of Traditional Islam. In their opinion, Traditional Islam was the ideology of newly appeared “People Front”, other parties which were appearing with national sovereignty getting slogans and were opposing to central Russian authorities. That’s why from one side, they thought that Wahhabis will make the local, Traditional Islam followers weak. From another side, they supposed that with the help of this policy they’ll be able to weaken the local population separatist attitude, as they’ll be included in religious opposition, began between Traditional and Fundamental Islamic directions. Various Muslims population of North Caucasus actively began mastering the Wahhabis ideas. Traditional Islam representatives opposed to Wahhabi followers. And then the result turned out to be deplorable for Russia. From the end of 1990, exactly Wahhabis turned into main motive power of Terroristic War against Russian State in North Caucasus.[11] 
At present, Central authority of Russia changed its tactic and began to support the local, Traditional Islam representatives in North Caucasus. It tries to use them in the struggle against Radical Islamic movements. In this situation, Wahhabis adjusted to the North Caucasus specification from the other side. For example, in Dagestan twelve nations and more than thirty ethnic groups are inhabited. Other republics are of more or less variety too. Central Authority of Russia take orientation on the tradition, characteristic for the Soviet Period – on supporting separate nations, ethnic groups, on giving more political power to them in compare with others.[3] 
For example, Russians chose Kabardians as the basis in the Republic of Kabardo-Balkaria. Generally, Balkarian regions of Kabardo-Balkarian republic are the poorest and socially badly organized. This and the above mentioned discrimination treatment – oppression of the population to take part in the social-political life of the republic, played the role of catalyst for consolidating in radical Islamic Organizations of the local youth. That’s why, in this republic, which was selected with its calmness in North Caucasus, Vahabits began to be active enough during the last years. Mainly the ethnical Balkarians are united in local Wahhabis “Jamaats”.
There exist also reasons, in spite of above mentioned measures of central government of Russia; followers of Tradition Islamic trends are extremely activated in North Caucasus.
Traditionally, since SSSR period, republics of North Caucasus are subsidy republics. Their budget was filling and even today fills from central budget of Russian Federation. According to the data of Ministry of Regional Development of Russian Federation 2006 percentage amount of subsidy in the republics of North Caucasus was as follows: Adige - 60,68%; Karachevo-Cherkasia – 67,16%; Kabardino-Balkaria – 67,38%; Dagestan – 78,82%; Chechnya – 84,21%; Ingushetia – 89,24%.[4]
It means that they have no their own income, and accordingly they can’t provide population with working places, that causes mass unemployment. It is added by the general problem of Russian Federation and generally Post-Soviet countries – heavy corruption. Just corruption plays one of the main roles in radicalization of believer Muslim youth in Caucasus.
According to a Russian journalist working on Caucasus themes, U. Snegiriov main core of local Wahhabis warriors in modern Dagestan is young, 17-25 years old representatives of less provided families, which were keeping themselves with accidental jobs or they were generally unemployed until entering Islamic Terrorist organizations. He thinks, that except of hard social conditions, injustice and very heavy corruption revealed from local government plays a great role as well.[5]
His consideration is confirmed by the words of R. Gereev, head of “Youth Monitoring” group of the Republic of Dagestan of Russian Federation and Islamic Research Center of North Caucasus – it is the fault of the heaviest corruption existed in modern Dagestan, that believer Muslim young people become members of Terrorist Organizations created on “Wahhabis” ideological base.[6]
According him, corruption reached its maximum limit in the republics of North Caucasus; it penetrate into absolutely all local legislative executive bodies; posts moves hereditary; there exists clan-based governance; business is produced only by persons with close relations with low and upper units of the government and other.  
According to local population, middle and high units of not only government structures, but also educational system, mass media and non-governmental structures are wholly recruited with people having close relations with government. Appointment on posts happens through bribe, acquaintances or relatives. Accordingly, because of these factors, Radical Islam in North Caucasus appears as “Wahhabis” as just one of the kinds of social protest.
As I’ve mentioned above, in 1990-ies central government of Russia couldn’t realize what danger “Wahhabis” doctrine had. And at present time it is already powerless to take any effective measures. The point is that central government of Russia is based on the highest representatives of the governments of the republics of North Caucasus, officials and politicians, who were and are even today deeply indebted  in corruption.
Although leadership of Russian Federation declares aloud starting so called anti-corruption campaigns, but battle with corruption has no result at all. According to above mentioned R. Gereev – persons, who battle with corruption, are corrupt themselves in real.[6] 
It is necessary to mention here the circumstance, that paradoxical situation is created in the republics of North Caucasus today – local Wahhabis mainly are armed, buy food and other necessary things by the money, which is “paid” by local businessmen and officials for personal safety. The main source of their financing is taxed so called “black” business. More specifically, they extort money mainly people who earn money with illegal industrial activity, hiding taxes from the state, who abuse their posts and are indebted into corruption and other.
According to the information of Ministry of Internal Affairs of Dagestan, at the beginning of 2011 year they revealed the scheme of money paying to Wahhabis terrorists as it follows: officially registered firm in in Dagestan, which had no industrial activity, formed contracts with different enterprises and money transfers realized from their account to its account. Or by this way they extort money from owners of different enterprises and these sums were used by the owner of the above mentioned firm for buying warriors’ gun, clothes, product and others. From 2006 to 2011 about 167 million(!) Russian rubles were on the account of the firm.[7] 
Such kind of situation is not only in Dagestan. According to the President of Ingushetia, I. Evkurov, during last six years Ingushetia state officials and businessmen have been paying tribute to terrorists for their own safety.[8]
Financing of North Caucasus Wahhabis terrorists by local businessmen is confirmed also by representative of the President of Russia in North Caucasus Federal Region, A. Khloponin.[12] 
            It is obvious that financing terrorists acting under radical Islamic ideology is well known for force structures of local government. Even more, reviewer of “Nezavisimaya Gazeta” M. Famullaev in his article “Money for Terror and from Terror” directly indicates that every second citizen of North Caucasus republic can entirely or partly name who and how much pays to terrorists.[12]
            To his opinion, it is already several years that Wahhabis warriors (Mujahidin) methodologically treated extorting money from businessmen. Business of North Caucasus republics is completely or at least partially taxed from them.  Not only businessmen, but very often even state officials have to transfer them from their incomes, 20 percent of the total sum for producing “Jihad”. From the sums extorted under death threat half of the money is divided by Wahhabis warriors, 20% of rest of the sum is delivered to “Amir” or head of the Jamaat and 30% for producing “Jihad” or buying weapons, equipments, product and other necessary things for Wahhabis warriors. 
In that way, with different kinds of reasons participation in “Jihad” for young people is attracting because they get careless monthly income from the sums extorted in such way. 
Thus, heavy corruption existed in North Caucasus, which on the one hand supports young’s radicalization, on the other hand is transformed by them as supportive factor for continuing terrorist activity.
Related with this, consideration of simple population is interesting, that local regional force structures, from its side, are interested in preserving hard criminal situation. For them it is a mean demanding sums central budget of Russian Federation and then spending it uncontrollably. That’s why they are not battle effectively consciously as with terrorism revealing, as solving different social problems and including corruption.[9]
This opinion is shared by representatives of force structures of Russia. According to Russian military expert colonel V. Popov, although Russian special services gained successes with battle of warriors in North Caucasus, positive changes in social and economic spheres are not realizing, and in result of it rows of “Wahhabis” warriors are filling with young.[10] 
According to the opinion of the President of Kabardino-Balkaria, A. Kanakov – without right state policy in Caucasus it is impossible to destroy young people’s wish joining in radical Islamic organizations, as Wahhabis terrorists give them money on the one hand and belief on the other hand, and we do not give them neither money nor belief.[13]
Accordingly, in future in the republics of North Caucasus of Russian Federation what more abysses between rich and poor becomes deeper, unemployment and corruption level will increase and Islamic Terror will get danger scales. It is possible to strengthen and turn into a guerrilla war, which will create a danger not for only Russia’s stability, but safety of the whole region.   
In the republics of South Caucasus, where Muslims live with a great amount, I imply Georgia and Azerbaijan, prevention measures should be taken against Islam Radicalization.
Nowadays, analysis of above mentioned current processes in North Caucasus directly indicates that one of the inevitable measures should be eradication of aggravating circumstances for corruption, nepotism and other social background; Muslim youth’s mass enrolment in different kinds of educational projects; creating profitable conditions for entering state universities, getting high education and other.

Modern Form of Warfare

The end of II world war and the beginning of “Nuclear Era” put under doubt the expediency of both nationwide and local warfare. Creation of the weapons of mass destruction, made some kind of parity among the upper-states, what made these states to find more flexible and productive forms of warfare. Therefore, the secret warfare, using the forms and methods of terroristic wars became the part of their military-political strategy.
According to Fuller, an English military historian, nowadays the diplomatic warfare between the states does not need the support of military force. Usual war, as the political instrument, is mutually useless. The newest means of combat arms, the huge devastation force, became an obstacle for usual warfare.[1] According to the conception of modern American and Russian analysts “Conceptual”, “Low Intensive” and “Non-regular” war forms took the place of ordinary wars.
The essence of such wars during peace is a permanent fighting against the enemy country. In early times by using the ordinary wars, the moral-psychological exhaustion, demoralization and defeat of the enemy was reached by physical destruction of life forces and extermination of the infrastructure. Now the enemies attack each other, but are not visible. Attacks are performed by the unification of the traits of the local, partisan wars’ ideological, psychological, informative attacks with the methods and ways are characteristic to the terrorism. Famous German general Fon Kheidte in his work “Small Modern War”, called such type of modern war – a terroristic war. Terroristic warfare together with the scientific progress development acquires, newer, more improved and dangerous forms for human existence.
Using the terrorism as a strategic weapon in the political and secret combat among the sates is not new. England was quite experienced in this affair. In the history it is known that the Ministry of Foreign Affairs of England in XIX century, for destabilization of European countries, used Juzepe Mazini’s, who fought against the government with terroristic methods and ways, revolutionary organization “Young Europe” and the net of revolutionary organizations grouped around him.[2] At the beginning of the XX century in 1904-1908 years, the emissaries of the Ministry of Foreign Affairs of England supported the activation of revolutionary organization in Russia and particularly in Caucasus.  They wanted Russia to concentrate the whole attention on internal problems and not to prevent the increase of England’s influence in the middle regions of Asia, as well as in the territories of Tibet, Afghanistan and modern Pakistan.[3]
Other countries also used the practice of financing and equipping revolutionary organization, with the aims of destabilization of enemy countries and receiving the compromises in foreign policy. On the one hand, Soviet Union, its satellite countries and on the other hand, the United States of America and the states that are the members of NATO actively used terrorism as a political instrument during the “Cold War” period.               
In 1950-1980 years behind the left-wing, separatists or Islamic terroristic organizations operating in Latin America, the west Europe and the near East countries, stood exactly “KGB” emissaries, who directed their activities. They were “brought up” on the examples of terroristic past of “Tseka’s” first workers, Bolsheviks and the left-wing “SR-s”. Correspondingly, during the period of the Cold War different countries of the world quite successfully established and used early Russian experience of “Revolutionary-Terrorists” operating in the practice of terroristic organizations. According to the confession of the ex-workers of Soviet special services, many Palestine, Kurds and Latin American terrorists represented by “Carlos” (I. Sanchez) and others, along with the education in Marxism-Leninism Scientific courses in Soviet Union, or in “Patris Lolumba” People Friendship University of Moscow, accomplished their skills and raised the qualification in terror production affair.[4]
From the analysis of the existing political situation in the world, the conflicts among the states in the last years, it is clear that, the strategy of performing terroristic wars look like the action of virus illness.
As it is known that virus illness goes through three main stages of development:
1.      On the first stage, the virus is instilled in the cell.
2.      On the second stage, the virus influences the DNA. Leads in the toxins and starts to participate in the control process of the cell. Outwardly, the cell is the same in this stage as it was before. From the first sight, a natural biological process goes on. The changes are not noticeable for an outer glance.
3.      On the third stage, the virus starts to control the cell. At certain stage of development, it degrades or destroys the cell.
While using terroristic combats in the modern world the same type processes takes place. On the first stage, the aggressor state like the virus starts to involve in the process of natural regular social development of the enemy country. It should be mentioned that necessary conditions for intervention is mainly made artificially.
On the first stage, different means, such as, economical and ideological diversions, informative-psychological war components are used to make the aimed country weaker. Then on the grounds of the economical aids for local population, non-governmental organizations, funds, various directional religious and humanitarian masses (on the jargons of special services “Asteroids”) financed by special services or other interested forces, establish their branches in those countries.
On the second stage, the common face of natural process of social development in these countries is maintained. From the objective analysis of history, it is known that revolutionary collapse of certain socio-political relations inside the state and socio-economical crisis is followed by the spiritual degradation of people. The desire to satisfy this spiritual hunger appears. Exactly, the interested side fills such emptiness artificially, with numerous literatures having the religious and other ideological weight. The main aim of the religious or non-governmental organization under its influence was not to help, but to change purposely the natural process of social development in the given country.
Well-processed political government technologies are used, in order to destroy the old stereotypes in the population, to settle the new ones, and to hasten artificially the process of changing the values.[5] They realize revolutionary changes with the help of terroristic act series and the meetings resulting in terroristic acts, which have the huge influence on human consciousness. For example, meetings, demonstrations go on permanently, artificially exalted population is provoked to confront with the force structures of the government and so on. 
On the third stage, the consciousness of the major part of the country’s population is already changed. The old traditional values and mentality has already collapsed. There is an ideological unity between different classes, generally with the help of religious attitudes. The governing body is demoralized and completely obeys the dictations from the outside. 
Such form of the war is used against the states existing in the Post-Soviet space, including the countries of South Caucasus – Georgia and Azerbaijan. Artificial creation of the various untraditional, radical religious trends in our countries, the support of foreign countries to spread them is a clear confirmation of it.

Islam Radicalization in Modern Europe and Georgia

Peculiarities of Islam Radicalization in Modern Europe and Georgia
 (Problems and Perspectives)
In 2005 “European Center of Strategic Researches in Intelligence Service and Security Spheres” published the report – The Radicalization of Muslim youth in Europe: The reality and the scale of the threat”. In this report it is underlined, that in the universities of European countries there exist initial groups of different radical Islam Organizations or Terrorist Movement. [1]
Indeed nowadays, more and more young European Muslims’ amalgamation in Terrorist Organizations European Branches having Radical Islamic ideology, such as “Hezbollah”, “Hamas”, “Brothers Muslims”, Algerian, Egyptian, Turkish and also present standard-bearer of international Islamic Terrorism – Terrorist Organizations connected with “Al-Qaida” goes with a fast rate.
From analysis of activity of modern “Al-Qaida” we see, that it acts not as centralized Terrorist Organization, but as the Movement at preset time. From one side it has centralized and at the same time autonomous acting structures. From the other side, its tactics is used in many countries of the world, including Terrorist Organizations, associated or fully independent battle groups scattered in Europe. Ideological base of “Al-Qaida” Movement is based on radical process Wahhabis of Sunni Islam. [2] On modern stage main forces of this movement are thrown in Iraq, and Arabian countries where now is destabilized situation and but in case of beginning military campaign against Iran by America, to our mind in favor of the newest technologies, directing new objects for stroke in European countries for followers and members of “Al-Qaida” will be fast. Analysis of “Al-Qaida” movement’s activity in last period gives us means to draw such kind of conclusion. After entering ally forces in Iraq, “Al-Qaida” movement tried to influence active on the governments of European countries. For example, in March of 2004 in Spain, explosion of train, so called “Terrorist Attack of Madrid” arranged by the representatives of this movement was followed by death of more than 200 people. In result, the government was resigned and Spain withdrew soldiers from Iraq. Taking Italian journalist woman as a hostage by Sunni Terrorist Organization in Iraq made a provocation of pressure on the government of Italy from the population. In result, Italian troops were withdrawn from Iraq.
According to the part of analysts, in modern world countries where Muslim population exceeds or will exceed to 30-50% of population, problems start. They set Lebanon as an example, which was strong economically, stable country not so long ago. [3] Accordingly it should be taken into consideration in the same context, that in west countries – England, Germany, France, Holland, Belgium, Spain and others – amount of Muslim population grows with great speed. At the same time, in the population, who recognizes different directions of Islam and lives there, radicalization of Islam goes with fast rates. For example, in London 2002 in result of local press inquiries carried out among local and emigrant Muslim population living in England, minimum their 10% supported terrorist attacks by Muslim terrorists in west countries.
According to the information of Internal Intelligence Service of France, from six million Muslims living in the country three hundred thousand is radicals. [4] After terrorist attack of September 11, 2001 ant state speeches of the representatives of radical Islamic processes were increased sharply in France. At the beginning of 2004 France was covered by protest wave of Muslim population about dress ban on Pharanj by Muslim girls in school. At a glance this peaceful demonstrations were followed by ethno-religious upsets began almost simultaneously in the cities of France in November 2005. Just France citizens and emigrant young Muslims were participated in them actively. Upsets showed to west countries clearly, that their praised democracy was powerless against radical speeches of Muslim population. Only by using of force methods was able to suppress them and it made religious-ethnic confrontations existed in the country deeper.
We should designate, that a great problem for West Europe countries became their active enrollment in events of Yugoslavia in 1990ies and help of Muslims living there. First, many Muslim volunteers, including envoys of “Al-Qaida” and “Mujahedeen” went to the territory of Yugoslavia for participating in current conflicts; from the other side, after ending the mentioned conflicts, local or came Muslims went to Europe countries. Even more, in December 2001 representatives of American non-governmental organization “Global Relief Foundation” were arrested in Kosovo with the charge of connection and financing of “Al-Qaida”. Activity of his organization was prohibited in Bosnia, also in Herzegovina. Headquarters of this organization located in Chicago, and the branch was in Brussels. It appeared that in representatives of “Global Relief Foundation” in Europe and in some other humanitarian missions worked Muslim Mujahedeen’s’ who were fought on Bosnian Serbians’ side in 1992-1995 years. [5] They got even citizenship of this country with the recommendations of different state and non-governmental organizations.
It is presumable, that in future Islam radicalization and Muslim populations’ processes will reinforce in European countries. Reinforcement of Islam Radical Movements in European countries, their penetration and radicalization of multimillion Muslim “Uma” (community) will be supported by refugees came from Iraq, Afghanistan and Pakistan. By the way, members of radical Islamic organizations existed in European universities basically are refugees came from Islamic countries. It is conditioned by the fact, that first of all many of them participated in different kinds of conflicts in their homeland, or was a member of any armed formation, Radical Islamic Organization. The second, a great part of Muslims having different ethnic origin and living in European countries or came there as refugees, can’t integrate with local population, society. Different culture, values force them to find refuge in familiar, close environment and became the members of radical Islamic courses. For example, on the basis of Wahhabis ideology acting in Terrorist Organizations, because of coincidence of Muslims general Islamic values and international nature of religious-ideological course of Wahhabis.
Both basic courses of Islamic religion – Shia Islam and Sunni Islam preach the values which were existed in the life of predictor Mohamed. “Sharia” laws are based on the relations system typical for tribal-communal regime about 14 hundred years ago. Accordingly, cultural, religious, political values of Muslim world or civilization are cardinally different from the west values. Nowadays delivery of west cultural or political values with the form of pressure in Islamic society becomes easy by the fastest development of scientific-technical progress in the modern world. And Muslim society ad especially youth has painful response on it. That’s why, it is presumable that amount of Muslim youth living on European territory will increase in Radical Islamic ideological organizations.
In addition, increasing the amount of Muslims in European countries, their activation, active terrorist activity of the representatives of Radical Islamic courses, cause response reaction of local population. It is not casual that from 1990ies began reinforcement of Radical Right-Wing and Nationalist Organizations in Belgium, Holland, Germany, Italy, France, Austria and other European countries.
“FRONT NATIONAL” does not arranges terrorist actions itself, but members of several small organizations under its influence systematically attack emigrants and first of all Muslims. Almost such kind of tactic has Belgium Nationalist Organization “VLAAMS BLOK”. It participates in political life of the country, and the members of “VLAAMSE MILITANTE ORDE” connected to it, attack and physically assault to emigrant Muslims. [6] In fact we see – from one side existence of ideological centers in the form of different Nationalist Parties, which have wide ideological, propagandist activities in these countries without violating existed legislation and try to gain political power. From the other side, organizations under their ideological, propagandist influence realize violent actions which support destabilization of these countries. There is violent escalation from the both sides and it excludes its prevention on an initial stage.
On the following stage of these processes for beginning violent facts, such as – burning cars, raiding shops, robbery, basic accent was made their deprivation with violent methods by state bodies. And violence is followed by violence always; a good example of it is Muslims’ processes repeated in France not so long ago. Former Minister of Internal Affairs came in the government on the stage of suppression of Muslim youths’ processes in 2005 and current president of France Nicolas Sarkozy tries their prevention with violent methods again. It is shown on France’s example well, that usage of police type measures by the state in purpose of settle religious and ethnic problems don’t cause their solving. These problems remain and Muslims’ processes repeat permanently; and participants address more and more radical measures. And such situation creates profitable conditions for nationalist type parties existed not only in France, but in other European countries as well, to come in government easily.
For instance, in one of the most developed countries, Switzerland in parliament elections carried out a few years ago victory was gained by right-wing Public Party. This party in its pre-election program promised its electors that in case of victory it would reinforce dependence towards emigrants. At the same time it opposites increasing the amount of Muslims, building mosques and others in the country.
In that way, it is presumable that in future, coming parties having these type nationalist ideologists in the government of European countries will cause increasing usage of violent methods against emigrants and Muslims. And it will make existed confrontations deeper between local population and refugees, emigrant or Muslims having citizenship of this country. Even more, in European countries, having democratic management system, don’t exist good result legal mechanisms for stopping their quantitative growth.
Modern Radical Courses of Islam are quite problematic for Caucasus region and of course Georgia as well. According to the last statistic data, from three hundred thousand to half of million Muslims live in Georgia. Accordingly, danger of spreading different Radical Islamic Courses in them really exists. Especially danger is their spread on the territories, which are not controlled by Georgian state yet. One of the most aggressive and danger from these courses is just Wahhabis.
In 1990ies religious organizations of Wahhabis course for the reason of helping refugees, poor population were able to come and find some positions in Pankisi Gorge. (In Pankisi gorge live Muslim people, ethnic Chechen - Kists, they became in Georgia in 18-19th century from Chechnya) Their amount was especially increased in 1994-1999 years, when a great amount of refugees came from Chechnya were followed by humanitarian missions of different Islamic countries, also independent religious-political organizations, Islamic international funds. They were helping population actively materially and at the same time spreading their doctrine with different ways. Namely, organizations having Wahhabis ideology built Mosque in Pankisi Gorge, opened several primary religious colleges, they were spreading Koran and other Islamic religious literature with Radical Islamic literature.
Very soon Wahhabis “Jamaat” was created; its members basically became youth – ethnically Kist people inhabited in the gorge, also a small amount of Ossetia’s people and Georgian. In result of analyzing information gained by us we cleared out, that they joined “Jamaat” with different reasons. First of all, religious motive and Wahhabis’ wonderful tactic of winning over played a great role and also, hardness of patrimonial relations which was characterized for Traditions Islam and was reinforced by catastrophic deterioration of population’s material condition in 1990ies. Accordingly, from the very beginning in their rows appeared people who – had no money, property, what is quite important element in Islamic society for determining human’s social status; had no land, or other normal, civil means of keeping themselves; he couldn’t integrate in local Traditional Islamic community, society; he was representative of social class having secondary status, non-authoritative community, not autochthonic nationality.
Its’ role played Russia-Chechnya War, which woke desire in Kist people of helping fellow Chechen’s. Formations and groupings in Chechnya acting under Wahhabis ideology, especially in 1998-1999 years, became the most organized and strongest military force. Also reinforced political pressure on Islamic states in Islamic countries and generally in Muslim population by America and west countries conditioned growth of anti-west course. Muslims living in Georgia were not exceptions. Its negative role played the fact, that there was not existed right policy of integration of this people with newly independent Georgian state and Georgian society.
Although, in the conditions of modern economic globalization, when people are not identified with national state, try to identify with wider scales. In our case Muslim population in the form of Kist people tried to make identification with Islamic world, Islamic civilization as they counted that basic of their identification is religious in general, not state in which they live, not existed political reality or language, or origin. That’s why it is obvious, that a great roe played the environment which Islamic Courses’ missioners were able to begin propaganda-agitation and establishing connections. And one of the problems was Wahhabis.
Initially Wahhabis used matrimonial customs characterized population living in Caucasus Mountains well. According to Wahhabis doctrine, “Jamaat” should change tradition of unity to its members with the members of blood relative surname. Ideas were inculcated in them, that they are united with stronger factor with their like-minded people – general religious idea. And their “Jamaat” is the full right part of the world Muslim community. “Jamaat” protects its members physically as well.[7]
Accordingly, for Kist and not only for Kist, but part of Ossetia’s and Georgians in Pankisi Gorge, motivation of entering in Wahhabis’ “Jamaat” was quite pragmatic. The amount of crimes was very increased in the gorge left without control from central authority. And criminals could not touch Wahhabis as “Jamaat” strictly punished people who destroyed life and property of its members. Also Wahhabis “Jamaat” helped materially and helps even today to the poorest population.
Above mentioned events characterize even today for Pankisi Gorge partially. There youth is still separated from participation of social-political processes. And local government makes accent on support of influential representatives of old generation, strong traditional guilds. But situation is cardinally changed. Kist youth of Pankisi Gorge can’t adapt secondary role in social-political processes any more, their ignoring in local management structures. Also they could not get appropriate education in our high educational establishments; it would give those means to make integration in Georgian society, which has accent on democratic values. That’s why youth far from high education, basic changes realized in social life of the country, unemployed, fulfills the rows of local Wahhabis. Some of them depart in religious educational establishments existed in different Islamic states for getting religious education with support and finance of Islamic Funds.
There is a stable situation in Europe and Georgia nowadays, but what will bring us growth of amount of followers of Radical Islamic doctrine in case of crisis period is not very hard to understand. That’s why it is necessary to lead prevention measures against their spread.
One of the main measures will be opening of doors of Georgian high educational establishments widely for Muslim youth living in Georgia and getting multicultural education. We should take gained experience into consideration and we should work out right programs for Muslim students’ integration in Georgian society, in order not to repeat mistakes already made.
Also it is necessary to learn, use and teach Muslim and non Muslim populations’ rules, relation forms, and norms of the tradition which supported their peaceful co-existence, formed during decades of their cohabitation. We should analyze and exchange information and development of proper scientific-research activity.

Corruption as a Reason to Radicalization of Islam in North Caucasus

                                                                                       
                                                                                   

Nowadays Radical Islamic Movement for Caucasus – Wahhabis, as acting under “Al-Qaida”, ideology of International Islamic Terrorist Organizations’ link is sufficiently problematic for the whole world.[1, 267-271] Islam Radicalization processes, taking place in North Caucasus are especially very dangerous for Caucasus region. Sunni Islam is mainly popular in North Caucasus Islamic Republics, belong to Russian state – Karachaevo-Cherkezia, Kabardino-Balkaria, Ingushetia, Chechnya, Dagestan, only in the south of Dagestan there are few Shiite communities. That’s why Wahhabis - the Sunni Islam fundamental direction was spread mainly in North Caucasus with the form of Radical Islam.[2]
At the beginning of 1990, Russian State structures considered, that Wahhabis in North Caucasus weren’t dangerous, as they revealed negative attitude towards the representatives of Traditional Islam. In their opinion, Traditional Islam was the ideology of newly appeared “People Front”, other parties which were appearing with national sovereignty getting slogans and were opposing to central Russian authorities. That’s why from one side, they thought that Wahhabis will make the local, Traditional Islam followers weak. From another side, they supposed that with the help of this policy they’ll be able to weaken the local population separatist attitude, as they’ll be included in religious opposition, began between Traditional and Fundamental Islamic directions. Various Muslims population of North Caucasus actively began mastering the Wahhabis ideas. Traditional Islam representatives opposed to Wahhabi followers. And then the result turned out to be deplorable for Russia. From the end of 1990, exactly Wahhabis turned into main motive power of Terroristic War against Russian State in North Caucasus.[11]
At present, Central authority of Russia changed its tactic and began to support the local, Traditional Islam representatives in North Caucasus. It tries to use them in the struggle against Radical Islamic movements. In this situation, Wahhabis adjusted to the North Caucasus specification from the other side. For example, in Dagestan twelve nations and more than thirty ethnic groups are inhabited. Other republics are of more or less variety too. Central Authority of Russia take orientation on the tradition, characteristic for the Soviet Period – on supporting separate nations, ethnic groups, on giving more political power to them in compare with others.[3]
For example, Russians chose Kabardians as the basis in the Republic of Kabardo-Balkaria. Generally, Balkarian regions of Kabardo-Balkarian republic are the poorest and socially badly organized. This and the above mentioned discrimination treatment – oppression of the population to take part in the social-political life of the republic, played the role of catalyst for consolidating in radical Islamic Organizations of the local youth. That’s why, in this republic, which was selected with its calmness in North Caucasus, Vahabits began to be active enough during the last years. Mainly the ethnical Balkarians are united in local Wahhabis “Jamaats”.
There exist also reasons, in spite of above mentioned measures of central government of Russia; followers of Tradition Islamic trends are extremely activated in North Caucasus.
Traditionally, since SSSR period, republics of North Caucasus are subsidy republics. Their budget was filling and even today fills from central budget of Russian Federation. According to the data of Ministry of Regional Development of Russian Federation 2006 percentage amount of subsidy in the republics of North Caucasus was as follows: Adige - 60,68%; Karachevo-Cherkasia – 67,16%; Kabardino-Balkaria – 67,38%; Dagestan – 78,82%; Chechnya – 84,21%; Ingushetia – 89,24%.[4]
It means that they have no their own income, and accordingly they can’t provide population with working places, that causes mass unemployment. It is added by the general problem of Russian Federation and generally Post-Soviet countries – heavy corruption. Just corruption plays one of the main roles in radicalization of believer Muslim youth in Caucasus.
According to a Russian journalist working on Caucasus themes, U. Snegiriov main core of local Wahhabis warriors in modern Dagestan is young, 17-25 years old representatives of less provided families, which were keeping themselves with accidental jobs or they were generally unemployed until entering Islamic Terrorist organizations. He thinks, that except of hard social conditions, injustice and very heavy corruption revealed from local government plays a great role as well.[5]
His consideration is confirmed by the words of R. Gereev, head of “Youth Monitoring” group of the Republic of Dagestan of Russian Federation and Islamic Research Center of North Caucasus – it is the fault of the heaviest corruption existed in modern Dagestan, that believer Muslim young people become members of Terrorist Organizations created on “Wahhabis” ideological base.[6]
According him, corruption reached its maximum limit in the republics of North Caucasus; it penetrate into absolutely all local legislative executive bodies; posts moves hereditary; there exists clan-based governance; business is produced only by persons with close relations with low and upper units of the government and other.  
According to local population, middle and high units of not only government structures, but also educational system, mass media and non-governmental structures are wholly recruited with people having close relations with government. Appointment on posts happens through bribe, acquaintances or relatives. Accordingly, because of these factors, Radical Islam in North Caucasus appears as “Wahhabis” as just one of the kinds of social protest.
As I’ve mentioned above, in 1990-ies central government of Russia couldn’t realize what danger “Wahhabis” doctrine had. And at present time it is already powerless to take any effective measures. The point is that central government of Russia is based on the highest representatives of the governments of the republics of North Caucasus, officials and politicians, who were and are even today deeply indebted  in corruption.
Although leadership of Russian Federation declares aloud starting so called anti-corruption campaigns, but battle with corruption has no result at all. According to above mentioned R. Gereev – persons, who battle with corruption, are corrupt themselves in real.[6]
It is necessary to mention here the circumstance, that paradoxical situation is created in the republics of North Caucasus today – local Wahhabis mainly are armed, buy food and other necessary things by the money, which is “paid” by local businessmen and officials for personal safety. The main source of their financing is taxed so called “black” business. More specifically, they extort money mainly people who earn money with illegal industrial activity, hiding taxes from the state, who abuse their posts and are indebted into corruption and other.
According to the information of Ministry of Internal Affairs of Dagestan, at the beginning of 2011 year they revealed the scheme of money paying to Wahhabis terrorists as it follows: officially registered firm in in Dagestan, which had no industrial activity, formed contracts with different enterprises and money transfers realized from their account to its account. Or by this way they extort money from owners of different enterprises and these sums were used by the owner of the above mentioned firm for buying warriors’ gun, clothes, product and others. From 2006 to 2011 about 167 million(!) Russian rubles were on the account of the firm.[7]
Such kind of situation is not only in Dagestan. According to the President of Ingushetia, I. Evkurov, during last six years Ingushetia state officials and businessmen have been paying tribute to terrorists for their own safety.[8]
Financing of North Caucasus Wahhabis terrorists by local businessmen is confirmed also by representative of the President of Russia in North Caucasus Federal Region, A. Khloponin.[12]
            It is obvious that financing terrorists acting under radical Islamic ideology is well known for force structures of local government. Even more, reviewer of “Nezavisimaya Gazeta” M. Famullaev in his article “Money for Terror and from Terror” directly indicates that every second citizen of North Caucasus republic can entirely or partly name who and how much pays to terrorists.[12]
            To his opinion, it is already several years that Wahhabis warriors (Mujahidin) methodologically treated extorting money from businessmen. Business of North Caucasus republics is completely or at least partially taxed from them.  Not only businessmen, but very often even state officials have to transfer them from their incomes, 20 percent of the total sum for producing “Jihad”. From the sums extorted under death threat half of the money is divided by Wahhabis warriors, 20% of rest of the sum is delivered to “Amir” or head of the Jamaat and 30% for producing “Jihad” or buying weapons, equipments, product and other necessary things for Wahhabis warriors.
In that way, with different kinds of reasons participation in “Jihad” for young people is attracting because they get careless monthly income from the sums extorted in such way.
Thus, heavy corruption existed in North Caucasus, which on the one hand supports young’s radicalization, on the other hand is transformed by them as supportive factor for continuing terrorist activity.
Related with this, consideration of simple population is interesting, that local regional force structures, from its side, are interested in preserving hard criminal situation. For them it is a mean demanding sums central budget of Russian Federation and then spending it uncontrollably. That’s why they are not battle effectively consciously as with terrorism revealing, as solving different social problems and including corruption.[9]
This opinion is shared by representatives of force structures of Russia. According to Russian military expert colonel V. Popov, although Russian special services gained successes with battle of warriors in North Caucasus, positive changes in social and economic spheres are not realizing, and in result of it rows of “Wahhabis” warriors are filling with young.[10]
According to the opinion of the President of Kabardino-Balkaria, A. Kanakov – without right state policy in Caucasus it is impossible to destroy young people’s wish joining in radical Islamic organizations, as Wahhabis terrorists give them money on the one hand and belief on the other hand, and we do not give them neither money nor belief.[13]
Accordingly, in future in the republics of North Caucasus of Russian Federation what more abysses between rich and poor becomes deeper, unemployment and corruption level will increase and Islamic Terror will get danger scales. It is possible to strengthen and turn into a guerrilla war, which will create a danger not for only Russia’s stability, but safety of the whole region.  
In the republics of South Caucasus, where Muslims live with a great amount, I imply Georgia and Azerbaijan, prevention measures should be taken against Islam Radicalization.
Nowadays, analysis of above mentioned current processes in North Caucasus directly indicates that one of the inevitable measures should be eradication of aggravating circumstances for corruption, nepotism and other social background; Muslim youth’s mass enrolment in different kinds of educational projects; creating profitable conditions for entering state universities, getting high education and other.
